There are some special requirements for foreign travelers to Tibet. First, foreign tourists to Tibet must be organized by travel agencies, with confirmed

routes. Secondly, a Tibet Travel permit from the Tibet Tourism Bureau is indispensable. The Tibet Travel permit must be obtained before they go to Tibet.

Moreover, foreigners are not allowed to travel alone in Tibet, even with the travel permit. They must be accompanied by a recognized guide. Tibetan travel

permits are also required from overseas Chinese and Taiwanese countrymen, while compatriots from Hong Kong and Macao can travel to Tibet like other Chinese

with valid Home Return Permit. Foreigners, overseas Chinese and Taiwanese compatriots can apply for a Tibetan travel permit at the Tibetan Tourist Office or

at certain qualified travel agencies with a valid passport (copies), a visa (copy) and a work certificate. Usually it can be obtained in a week and 2 to 3

days if you need it urgently.

Tibet Entry Permit, also known as Tibet Tourism Bureau (TTB) Permit or Tibet Visa, is the basic document for foreign travelers to enter Tibet. No foreign

boarding passes of flying to Tibet or taking the train to Tibet.

Tibet Entry Permit is officially issued by Tibet Tourism Bureau, with the aim to limit the number of foreign visitors. With this permit, foreign tourists can

travel in Lhasa, including the city of Lhasa, Yamdrok Lake, Ganden, Tsurphu, Namtso, Drigung Til and Reting.

Tibet Entry Permit is not available for independent travelers. Foreign travelers must travel in a travel group and ask a legitimate travel agent to request a

Tibet tour for you.

You can get a Tibetan access permit (TTB permit) by sending a qualified travel agency the first page of your valid passport and a copy of your Chinese visa

Patriots, please send us a copy of your MTP travel statements on the Mainland or the Taiwan Compatible Entry permit / travel document (better known as “Tai

Bao Zheng”) and tell us your activities.

If you are the citizens of Hong Kong and Macau SAR, China Re-entry Permit for Hong Kong and Macau Compatriots is sufficient to travel in Tibet. You are not

3. What is the travel permit from Alien?

With the exception of Tibet Entry Permit, a travel permit from an alien is required if you plan to go to places officially closed to foreigners in Tibet,

such as Mt. Everest, Rongbuk Monastery, Mt. Kailash and Lake Manasorovar. The Aliens travel permit is not required for places in the Lhasa region, cities

such as Shigatse and Tsetang, or for a non-stop trip on Friendship Highway.

The travel permit from Alliens is required to visit ‘unopened’ areas. It is issued by the police (Public Security Bureau, “PSB”). Usually you can request

this as soon as you arrive in Lhasa. For tour groups, our guide will ask you for the passport and the TTB license and submit it to the Foreign Affairs

department of PSB for the travel permit. It normally takes a few hours and the costs are 50 CNY / person. If you are an individual traveler, you must take

part in local tours to ‘unopened’ areas and the local travel agencies also arrange the PSB for you. Please note, there is no travel agency that can offer

‘PSB permit-only’ service.

Note: if you want to make a Tibet national tour from Yunnan, Sichuan, Qinghai or Xinjiang province to Tibet, you must have the PSB permit before your tour

begins.
